Perfect grand logic question. Read the text and think about what the answer is and chances are you'll have managed to get it straight away (hence not reading the options and letting yourself give in to inner preconceptions!). A is wrong, C and D use inaccurate qualifications (e.g. "positive" and "superior"). It was a fair answer if you went for E but, ultimately, B was more accurate with the inclusion of the words "strictly" and "international".

Option A is a bit of a trick option but clearly wrong if you read the first paragraph again. C is stated (i.e. not an inference) and D is completely wrong - there is certainly no inference that there is a minimum standard for human control. Option B is probably the most likely after the answer (E) but the first paragraph (which mentions North Korea) only suggests that they are rogue states that we want to protect against. Yes, they may be likely to engage in very destructive warfare if we were to not develop similar military protections. Thus, it is wrong.

Answer: D

Plenty of people (using grand logic ideas) will have been able to jump straight to D. It is simply a very accurate answer. Just to make sure, compare against the others and the others are all slightly off (i.e. less accurate or just outright incorrect). E is a forgivable choice but based on the Efficacy Metric Test a highly efficient killing machine is never allowed. The author substantiates their argument for regulation on that test, thus we can assume strong agreement and our answer must be D.
